Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Under the supervision of the Data and Research Supervisor, this position is responsible for collecting, managing, and analyzing data for research and evaluation, with a focus on collection of feedback and program assessment.

In addition to these, the Sr. Data Analyst is responsible for providing informed guidance on methodology and analyses of data, as well as supporting coordination of larger, interdepartmental requests and projects. Represent department at agency cross-functional matrix meetings, inter-departmental meetings, and respond to data requests from those meetings as coordinated by/with LAHSA project managers (PMs). Orient and inform team members and interns on Homeless Count methodology, statistical analysis, results presentation and related research efforts.

Act as reference/resource for general data analysis process and procedures, research methods, and data visualization solutions, including collection, preparation, extraction, and analysis of data from multiple sources to create summaries, tables, and report sections. Initiate investigation and formalization of research requests from LAHSA colleagues. This may include clarifying request specifications & use-cases, establishing appropriate methodology, identifying any operational assumptions, and re-tasking request components as needed with/for PMs. Supports research and program evaluation related functions of the agency, including data collection, analysis, and presentation of annual Homeless Count results.

Develop and work with PMs to operationalize and integrate standardized processes and process improvement for regular data requests and deliverables such as reports, data summaries, dashboards, raw data transfer, & data communications. Lead on assigned projects, implement quality assurance processes, and report tasks and status to supervisor(s), to ensure completion within established timeframe. Coordinate & fulfill both ad hoc and routine data requests, which are often time-sensitive and complex, and prepare necessary responses to the data request tickets. Coordinate and provide guidance for systematic context research including, assessing relevant economic, legal, social, and political factors inherent in any programs currently under review and identify issues or challenges that warrant in-depth investigation.

Develop and align both internal and external evaluation and assessments efforts with operational coordination/PM including program goals, needs of participants, and larger system outputs, and agency outcomes. Support with maintenance of both up-to-date verbal & written knowledge of data elements, and other requirements necessary to provide prudent and effective clarification to external stakeholders and various members of the public. Assist with development of presentations, reports, data visualizations Other duties and special projects as assigned. Strong command of ability to prioritize, organize, and multitask, and established flexibility to work on a range of evolving assignments in a fast-paced work environment.

Working knowledge of data visualization software. Working knowledge of statistical computing software and database management software, including multi-use programming language(s), such as SAS, STATA and/or R, and familiarity with of statistical methods and analysis. Excellent people skills, including a genuine desire and ability to work effectively as a member of an integrated, collaborative team and demonstrated ability to work with diverse community and organizational groups; facilitation experience preferred Advanced proficiency with MS Excel-capable of quickly producing summary tables, pivot tables, vlookup/index fields, and visualization(s) with various types of data. Practiced experience in collecting primary data, utilizing secondary data, as well as organizing and managing administrative data.

Strong communication and presentation skills; with practiced experience in creating presentations data visualizations and able to communicate different aspects of research methods and findings clearly to various diverse audiences. Familiarity with the annual Point-In-Time (PIT) Homeless Count and the methodological guidance and standards set forth by the Department of Housing and Urban Development (HUD), as well as Homeless Management Integration System (HMIS), the Coordinated Entry System (CES), and the local homeless service landscape in Los Angeles. A thorough understanding and appreciation for research and its role in informing policy, with a demonstrated capacity for interpretation and application of research for homeless and/or social policy and planning. Exceptional organizational skills with a strong attention to detail and demonstrated ability to implement quality assurance process(es) and assure data quality.

Highly analytical and detail-oriented, as well as intellectually curious and willing to continuously learn and immerse oneself in new tasks. Ability to draw correlations and insights within and across datasets. Ability to perform and lead in a team-based, project management environment. Proven professional experience and educational background.
