Duties

Incumbent is responsible for administering and providing advisory services on federal leave programs, workplace flexibilities, tour of duty, group life insurance, health benefits, and the Thrift Savings Plan (TSP) programs. Serves at the specialist on leave and benefits issues, including general information about retirement benefits, resolution of health benefits issues, and advises on insurance coverage options. Resolves problems in the administration of Worklife/Employee benefits programs.

Incumbent develops Worklife benefit’s program information materials (in both electronic and print formats) for employees, including fact sheets, brochures, booklets, designed to increase program awareness, participation, and employee satisfaction.

Incumbent provides advice and consultation on Federal leave programs, including Family and Medical Leave Act (FMLA), Advanced Leave, Voluntary Leave Transfer Program (VLTP), Disabled Veterans Leave, Leave Without Pay (LWOP), Weather and Safety Leave, Authorized Absence (AA), etc., to all employees within the Network.Other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that include, but are not limited to: Knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA-specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions regarding Worklife/Employee benefits, to include group life insurance, health benefits, and Thrift Savings Plan programs; knowledge and ability to perform a wide variety of interrelated or nonstandard procedural assignments and to resolve a wide range of problems; and knowledge of federal retirements systems.

Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Examples of specialized experience include but are not limited to knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA-specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions regarding Worklife/Employee benefits, to include group life insurance, health benefits, and Thrift Savings Plan programs; Knowledge of federal retirement systems and system interrelatedness; Knowledge to provide basic information on retirement benefits; and, Knowledge of interviewing, analytical and research techniques to conduct or respond to fact findings and to recommend solutions as a Worklife/Employee benefits subject matter expert.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
