SALARY: The salary range for this position is $88,373.86 to $124,225.29 for Schedule A, and $88,373.86 to $118,014.02 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary is seeking an experienced business analyst to work under the general direction of the chief or other supervisory personnel in the Data, Analytics, Research and Statistics (DARS) division. This unit is responsible for business analysis and user requirements of business intelligence data products that complement the core Criminal, Family, Civil and Municipal case management systems. The unit works collaboratively with the staff across the business units, practice areas, information technology division, and others to plan and implement data related projects in platforms such as Tableau, WebFocus and PowerBI. The selected analyst will create detailed software requirements for the appropriate reporting platforms using use cases, workflow diagrams, wireframes, and other technical methods. Experience with Tableau and querying data via SQL is preferred, as well as formal requirements writing using PEGA Agile Studio.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

• Acts as a lead analyst to develop and manage overall system designs – working with business users to manage business requirements and deliver efficient technology solutions that meets user’s needs.
• Leads team members or other group of non-subordinates in assigned tasks.
• Defines project requirements with related project milestones and schedules.
• Facilitates interviews with subject matter experts and business users to elicit requirements for reports and dashboards.
• Queries SQL tables for analysis and review of data and table structures for reporting requirements gathering and documentation.
• Creates detailed requirements for reports and dashboards including business rules, data mappings, visualizations, mockups, basic summary statistics and drill-down.
• Verifies availability of data in the data warehouse to support reports and dashboards, including for new systems and enhancements, determining where expansion is needed.
• Analyzes raw system data to ensure report and dashboard requirements properly account for data issues and works with business and technical teams to improve data quality.
• Provides report and dashboard requirements to the developers, ensuring they are fully understood.
• Ensures data, including reference values, is properly incorporated into reports and dashboards.
• Tests reports, dashboards, and data to ensure they meet requirements and are accurate and complete.
• Catalogs and prioritizes defects with developers for resolution.
• Empowers users by conducting training as well as creating instructional materials (e.g., manuals, on-line training tutorials) to support the generation and consumption of reports and dashboards.
• Troubleshoots issues with reports and dashboards and facilitates enhancements.
• Ensures reports and dashboards comply with data security policies and procedures.

Regular and predictable physical presence at the worksite is an essential function of this position.
Qualifications
Graduation from an accredited college or university with a Bachelor’s Degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, and/or cybersecurity and three (3) years of professional experience in: analyzing, designing, programming, troubleshooting, resolving technical problems, testing, defining business requirements, training and/or installing computer systems applications.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying on a year for year basis with one year of such experience being equal to 30 semester hour credits.

A Bachelor’s Degree in any field from an accredited college or university and one (1) year of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.

An Associate’s Degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, and/or cybersecurity and two (2) years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for a the required education.

An Associate’s Degree in any field from an accredited college or university and three (3) years of additional paraprofessional and/or professional IT technical experience or experience related to the area to which the applicant is applying may be substituted for the required education.

A Master’s Degree in a field related to computer science, information technology or the area to which the applicant is applying, such as information systems, human-computer interaction, interactive media, software engineering, computer networking, and/or cybersecurity may be substituted for the required education OR one (1) year of experience.

Supplemental Information
Physical Ability: For some positions, applicants must have the ability to perform work which requires climbing and prolonged standing, stretching, bending and reaching.

Driver’s License: Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
