Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Under the leadership of the Human Resources management team, this position provides advanced-level support to the employee relations/labor relations team.
The employee relations/labor relations team is responsible for all functions from an employees first day through their last. The Specialist will have the opportunity to collaborate with others and use a variety of skills, tools, and resources to support the employee relations/labor relations be successful. The Specialist will be regularly involved in other functions of the department, such as benefits, leaves of absence, workers compensation and labor relations. Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff.
Administer employee leaves, workers compensation, FMLA/CFRA, etc. for all employees and monitors employees on leave. May attend and participate in interactive meetings; and prepare follow-up correspondence regarding interactive meeting proceedings. Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion.
Participates in managing and coordinating workers’ compensation program. Conducts surveys, interviews, and other research related to human resource policies, compensation, and other labor/employee relations initiatives; collects information and reports results to Employee Relations Manager, Associate Director and/or Human Resources Director. Assists with preparation of plans, policies, documents, and reports including organizational charts, policies and procedures and employee handbooks. Assists with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations.
Assists with performance review process. Completes terminating employee exit process. Provides supports in all HR functions and any projects, as needed. Performs other duties as required to accomplish the objectives of the position.
Excellent organization, analytical, written, and oral communications skills. Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgement. Ability to think creatively and strategically to solve complex problems. Must be a confident self-starter who can develop effective business relationships, both internally and externally.
Candidates must be self-motivated, customer service oriented, and eager to ensure the success of the team. Excellent computer knowledge, advanced Microsoft Office proficiency, and experience with Human Resources Information Systems. Proven professional experience and educational background. COVID-19 Vaccines Effective November 1, 2021, LAHSA will require proof of vaccination for all employees.
This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve it will remain in effect for the duration of the public health emergency. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing. Schedule The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.
