Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

* Advise management on the application of human resources policies, procedures, and practices, and impact of the implementation of various system configurations or changes.

* Participate in the management, maintenance, and customer support of a variety of HR systems (e.g. the HR Connect suite of systems, WebTA, Integrated Talent Management, and the National Finance Center’s suite of systems and internal HR operational tracking systems.).

* Identify and recommend changes in system functionality and manual processes, define and write requirements for new enhanced functionality, participate in cross-agency system requirements teams, research and resolve high level customer support issues and system problems, maintain organizational structures, system configuration, and provide access and maintain security roles for customers and HR staff.

* Make recommendations on how to take advantage of automated system capabilities.

* Oversee the work of HR Assistants engaged in HR Systems support such as maintaining management reporting relationships, assisting managers with inputting personnel actions, and troubleshooting issues.

* A one year probationary period may be required.

* Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience is defined as experience working with information systems to gather data and generate reports.

OR

You may substitute education for general or specialized experience as follows:

1 full year of graduate level education (18 Semester hours, 27 Quarter hours or equivalent)

OR

You may have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

General Experience: For the GS-05 level, you must have 3 years of general, progressively responsible experience, 1 year of which was equivalent to at least the GS-04 level in the Federal service. This experience must demonstrate the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

OR

You may substitute education for experience as follows:

Four (4) years of education above the high school level.

OR

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-07, you must have been at the GS-05 level for 52 weeks.

For the GS-05, you may be advanced to the GS-05 position if you have held a position no lower than GS-03 in the preceding year under your latest non-temporary competitive appointment OR have held a position at GS-05 or higher under a non-temporary appointment at any time in the past.
