Primary Purpose

Responsible for providing leadership oversight and coordinating the functions and activities for Talent Management Consulting. Accountable for ensuring compliance with regulatory agencies and accrediting bodies.

Minimum Specifications

Education

1. Bachelor’s degree in human resource management, organizational development, legal studies, or related discipline required.
2. Master’s degree in business administration, human resource management, or related discipline required.

Experience

1. Ten (10) years of experience in Human Resources required.
2. Three (3) years of leadership experience managing human resource operations in a healthcare organization required.

Certification/Registration/Licensure

1. Professional in Human Resources (PHR / SPHR) or SHRM Certified Professional (SHRM-CP / SHRM-SCP) required.
2. Change Management certification preferred.

Responsibilities

Operations

1. Responsible for providing leadership oversight and coordinating the functions and activities of the department.
2. Works collaboratively with functional areas of OTM ensuring department activities, initiatives, and programs are aligned.
3. Provides leadership and direction to Talent Management Business Partners (TMBPs) on employee relation issues, investigations, grievances, complaints, or other workforce related matters.
4. Ensures timely completion of investigations and monitors TMBP workload reassigning cases as necessary to maintain an appropriate distribution.
5. Establish a formal means of accountability and define performance measures for the TMBPs regarding their work.
6. Monitors workforce metrics and trends working collaboratively with leadership to implement action plans (when necessary) to address identified issues.
7. Assists with updating employment policies as requested.
8. Lead and/or manage projects or change management initiatives as requested.

Strategy

1. Participates in the development and implementation of strategic and operating initiatives working in collaboration with other leaders to deploy and monitor plans.
2. Identify department goals and objectives ensuring alignment with organizational and OTM specific strategies.
3. Develop and implement strategies to ensure timely achievement of the department’s goals and objectives.
4. Serves as a central point of coordination for strategies or initiatives related to performance management, employee engagement, retention, and/or other human resource related areas.

Regulatory

1. Develop processes to maintain compliance with regulatory agencies and accrediting bodies. Ensures operations are carried out in compliance with these regulations.
2. Works collaboratively with others to validate and sustain compliance with regulatory and accreditation standards.
3. Conducts routine compliance audits identifying gaps and implementing remediation plans as necessary.
4. Works collaboratively with leadership and/or Compliance to investigate and respond to matters of concern or alleged violations taking corrective action as necessary.
5. Provides timely and accurate responses to requests for information from regulatory agencies and accrediting bodies.

Fiscal Management and Operating Budget

1. Operationally responsible for the financial performance of assigned area(s).
2. Promote activities to achieve operational efficiency.
3. Manage the approved budget through frequent and regular monitoring. Implement written action plans to address variances adjusting strategies as necessary to meet budgetary targets.
4. Consider operational outcomes and financial implications when making recommendations to implement new programs or modify current programs.
5. Manage staffing levels within established targets.

Talent Management

1. Recruit and retain diverse talent with a variety of backgrounds, skills, experiences, and viewpoints that reflect the communities we serve.
2. Promote and support a culturally welcoming, inclusive, collaborative, and highly engaged work environment where everyone feels empowered to bring their full, authentic selves to work.
3. Accountable for orientation, ongoing education and training, and competency verification for all employees.
4. Ensure Human Resource metrics (i.e., retention, vacancy, engagement) meet established targets. Utilize workforce metrics to monitor, identify, and respond to workforce trends.
5. Annual performance appraisals are completed timely.
6. Conduct regular meetings, inform team of changes in policy or procedure, and provide information regarding overall strategy and direction of the health plan.
7. Mentor, coach, and support direct reports with building teamwork, professional development, and education to achieve optimal performance and develop talent.
8. Ensure employee engagement survey participation rates and results meet established targets.
9. Mandatory requirements are completed timely by employees.
10. Required licensure, certification, and/or registry are current and in good standing for all employees.
11. Employee performance is monitored and managed. Consult with the Office of Talent Management as appropriate regarding employee performance concerns and disciplinary action.

Job Accountabilities

1. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
