POSITION SUMMARY: The Recruiter manages the development of talent pools and allocation of professional, skilled, and non-skilled labor to meet hiring needs throughout the organization. This individual will participate in the development of HR based marketing campaigns to include advertising, community branding and awareness, communications, market research, and other functional areas. In addition, this position will be involved with campus recruitment and act as the employee relations liaison.
ESSENTIAL JOB FUNCTIONS:
•Establish and maintain comprehensive communication with the Operations Department and AT Management to stay informed of current and future hiring, business needs, and hiring constraints. Confirm position approval exists when hiring any management personnel
•Conduct employee surveys/ promotes word of mouth referral program
•Develop and implement strategic initiatives for recruiting diverse talent in a multi-site organization.
•Source qualified, active and passive candidates according to relevant job criteria by using: computer databases, networking, internet recruiting resources, cold calls, media, job fairs, recruitment trips, marketing methods, department of labor assistance programs, community development/awareness programs and employee referrals.
•Manages effective cost-efficient advertisement plan for staffing needs -maintains all public postings- 2 years
•Generates and manages internal job postings.
•Review all applications
•Screen and refer applicants for open positions within the organization to Hiring Managers (other than field-based positions).
Work closely with Hiring Managers to maximize effectiveness of recruiting process.
•Interview and inform applicants on work history, training, education, job skills, facilities, job locations, operations, benefits, STEPS, and career opportunities.
•Administer and grade STEPS applicant tests for any position that requires testing.
•Make hiring decisions for non-management positions.
•Generate “rejection” letters to candidates not selected after interviews.
•Develops key performance indicators and tracking reports to measure and predict staffing/recruiting activity.
•Establish and execute a personal time management plan
•Remain compliant with confidentiality requirements of all company information that employee is exposed to.
•Assists in the development, implementation, and administration of HR Based programs to develop community awareness and industry affiliations.
•Provides advice and counsel to employees, management, and senior management regarding recruiting philosophies, strategies, questions and concerns
•Interprets and applies department policies and procedures and applicable laws, rules, and regulations; ensures compliance with these areas (ADA, EEO, FMLA, FLSA, NLR)
•Work closely with temp labor agencies to assist with facilitating open positions/ requisitions.
•Performs other duties and special projects as assigned
EXPERIENCE REQUIREMENTS:
2-3 years’ work in an HR environment preferred
EDUCATIONAL REQUIREMENTS:
Bachelor’s degree in business related field preferred or equivalent education and experience.

WORK ENVIRONMENT:
Professional office environment. Occasionally, this position will be required to perform duties at various worksites including job fair sites, schools, dock, and midstream locations.
PHYSICAL REQUIREMENTS:
Positions in this class typically require stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, typing, grasping, feeling, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
